"The Kingdom of"
Part One: "Dr."
On June 27, 2007 a Personal Advisor to Samdech Chea Sim, the President of the Cambodian Senate and the Chairman of the Cambodian People’s Party, a man named Dr. Bunnaroeun An, misappropriated $1.2 million from the Bon-Bon World, company business account. In addition to being an Advisor to the President of the Senate (Samdech Chea Sim) Dr. Bunnaroeun An is Minister in Charge of Political Affairs, Information, International Relations and Investments. I knew that Dr. Bunnaroeun An was very close to Chea Sim, whom I’ve met a few times personally on different occasions and who is, in my opinion, a most honorable person. When I attempted to talk to Dr. Bunnaroeun An about his obvious misdeeds, he threatened me, saying that this was his country and he recommended that I should not discuss this matter any further if I feared for my life. His threats struck home and on that same day, June 27th, I had to change my hotel, the Hotel Cambodiana, where I had been staying, for safety reasons and on June 29th I took a flight back to New York, where I reported to my attorneys.
Unfortunately, Dr. Bunnaroeun had no respect for the reputation of his country or its people. He chose to destroy the positive image of the Kingdom of Cambodia in the international business community. At that time I was working with several large private equity firms to study potential investments in Cambodia, but I was forced to stop my search for international investors when I learned of such corruption in the Kingdom. The King of Cambodia, Norodom Sihamony, Prime Minister Hun sen and Chea Sim, President of the Senate are surely not aware of the corrupt nature of predators like Dr. Bunnaroeun. The following story will be brought to your attention in a chronological order of events. I will present an accurate account and present a real portrait of Dr. Bunnaroeun An and his dishonesty and crime. I have talked to many people who are living in The Kingdom of Cambodia, who have known or worked with Bunnaroeun. They have requested that I not use their names as sources of information in my book. Living in the United States, it’s hard to understand such fear of government corruption, but I was there and I know that these potential contributors’ lives might be in danger as was mine even though I was holding an American passport. I know that I am placing my life in danger and have been warned by prominent friends to be very careful.
On May 23, 2006, a Ukrainian businessman, self-made billionaire Vadim Z. Rabinovich, had arrived on his private jet at the Phnom Penh International Airport to the Kingdom of Cambodia, along with a delegation from Ukraine for the following reason, which he had explained in an official letter to the President of the Senate, Samdech Chea Sim a few days prior to his arrival.
At the appointed area of the airport where Mr. Rabinovich’s plane was scheduled to land a greeting platform was set up. Some twelve military guards had pulled a ceremonial red carpet to the ramp exit. Finally, when the door of the jet had opened to the blazing tropical sun the smiling delegation alighted the aircraft already reacting to the Cambodian humidity. The delegation of five, consisted of four men and one woman. They were led by Vadim Zinovyevich who walked over the red caret amidst loud cheers of welcome and under a shower of flower petals.
